Bio

Terri Montague is a versatile and experienced independent advisor and C-suite executive leader with a successful 25-year career leading change and developing and transforming communities and complex organizations. Terri brings valuable experience creating and directing strategy, capital acquisition and deployment, business reinvention, and social impact solutions.

A multi-disciplinary thought leader, Terri joins the POAH board after serving as the McDonald Distinguished Senior Fellow & Senior Lecturer in Law at the Center for the Study of Law and Religion at Emory University. Terri joined Emory from the Office of General Counsel at the U.S. Department of Housing and Urban Development (HUD), where she served as program counsel for federal housing and community development programs and closed on $1.14 billion in federally assisted or FHA-insured residential, mixed-use, and healthcare transactions.

Earlier, Terri was the founding president and chief executive officer at Atlanta BeltLine, Inc., where she launched and led early implementation of the transformative $4.8+ billion BeltLine project that is enriching Atlanta with parks, trails, affordable housing, transit, environmental remediation, and economic development. She also served as president and chief operating officer at Enterprise Community Partners, Inc., a national provider of capital and expertise for affordable housing and community revitalization efforts; and as a principal at Lend Lease Real Estate Investment, Inc. a global institutional real estate investment advisor and manager.

Terri’s past advisory and board appointments include the Bank of America National Community Advisory Council, Fannie Mae Housing Impact Advisory Council, Freddie Mac National Community Advisory Board, National Law Center on Homelessness & Poverty, Southern Environmental Law Center, and The Trust for Public Land Real Estate Council. Terri holds professional and master degrees from Emory University and Massachusetts Institute of Technology (MIT), and a bachelor degree from the University of Chicago. Additionally, she is a licensed attorney, registered mediator, and certified LEAN/Six Sigma change leader.
