POAH
From its founding, POAH has been committed to raising awareness of preservation as a public policy matter.  There is so much which all levels of government can do, to show the will and the determination to act, and to act quickly to preserve America's stock of subsidized rental housing.  POAH works with government officials in support of visionary public policy which recognizes the vulnerability of this asset, and commits to its protection. Preservation requires investment incentives, regulatory improvements, and predictable resources, both dollars and policies, to engage all parties in the outcome. 

Some specific examples of POAH’s policy interests to encourage preservation nationwide include:
  • financial incentives and tax policies to support non-profit owners seeking to preserve long-term affordability
  • Section 8 reform, including a commitment to project-based rent subsidies, as well as policies supporting the transfer of Section 8 project-based subsidies to other sites and allowing enhanced vouchers to be project-based when a refinancing is undertaken in order to preserve the property
  • Mark-to-Market program reform to empower non-profit preservation purchasers
